I'm not certain about this....you should contact the fiesta web site. I would think it the rain is light and no thunderstorms the balloons would fly, but contact the fiesta folks...
Hoping to bring a group of special needs travelers. Getting to the festival at the crack of dawn isn't really an option, even 7am is too early for some. If we get to the festival grounds at 10am, will the balloons still be in the air? Would it be better to get tickets for the evening session?

It may depend on the day. While the balloons are supposed to launch, on a windy day they won't be able to. But that's something you can't predict. As others stated, most balloons will have launched, and some even landed back at the grounds or elsewhere, others will stay tethered to the ground. Each day is a special event. We went on a day where the balloons were competing in a competition of games. They will launch, and try to re-land in the field while accomplishing a task for points. Check out the events schedule for each day to see what might be a good fit.
