There is definitely topless sunbathing at Riis, which is the east end of Rockaway Beach. On a hot summer day you might see 150 people on the sand, probably one third are women, and at least half of the women are topless. It's very common, totally accepted, and people are relaxed about it. Fully nude sunbathing is officially not allowed, but in practice there is some of that too, and when the beach is crowded, lifeguards would have to play a game of "Where's Waldo?" to even spot it. Almost every time I've been to Riis I've seen at least one man fully nude and usually there are three or four scattered among the crowd. Fully nude women are less common, but you do see it from time to time. And even when it's done right in front of the lifeguards they often ignore it; last month, I saw a woman walk fully nude out of the ocean to her towel just a few feet from a lifeguard and he didn't say anything. (Though I've also seen times when they've asked someone to cover up. But they were polite about it, so it wasn't a big deal.) If you want to get fully nude with even better odds of not being called on it, walk all the way west, past Rockaway Beach to Fort Tilden Beach, where there are no lifeguards and fewer sunbathers spread out over a longer stretch of sand. On Fort Tilden you often see half a dozen people sunbathing and swimming fully nude, both women and men (though more often men), and plenty of casual toplessness.
