You can walk the base which is dirt and it is not steep. However the track to the top is diet and then lots of stairs and quite steep. I doubt your mother would be able to sustain the stairs

As a local, I walk the base track on a regular basis and Mauao (pronounced Mow-oh) has significant cultural importance to local iwi (tribes). On your walk you will see pipi shells embedded in the bank - remnants of a bygone era when Mauao was inhabited by local Maori. When you get off the cruise ship at Pilot Bay it's a 10 min walk on flat terrain to the other end where you can start the base walk. Wear comfortable shoes, take a bottle of water and wind breaker as the sea breeze can be on the cool side in exposed areas.
