OREGON CITY, Ore — A blaze that broke out at the old Blue Heron paper mill on Main Street in Oregon City in late January has been determined as "accidental," Clackamas Fire concluded Wednesday.

Clackamas Fire said unhoused people had been living in the vacant structure. The fire likely started on the second floor, where wood-burning stoves were installed.
