The Downham Estate is a London County Council cottage estate in Downham, south east London. It is mainly in the London Borough of Lewisham and partly in the London Borough of Bromley. The Downham Estate provides an example of the programme of building council housing occurring in Britain between the First and Second World Wars.

The Downham estate, like others built at the time, was developed to help alleviate a severe housing shortage in London, especially in the capital's inner-city districts. This shortage was in evidence before 1914 and was made much worse by the virtual cessation of house-building during the First World War.
Life in Downham before the Second World War
The Downham Estate started to be built in the 1920s on farmland on the border of London and Kent. It was built by the London County Council to re-house families from the overpopulated parts of Central London, Bermondsey, Deptford, the Elephant & Castle and the East End, where the living conditions and polluted air exposed them to tuberculosis.
