Looking at ultrasonic code on Arduino, they only pulse low for 2 microseconds and then high for 5 microseconds. Maybe try altering your delay time. Also can't see the labels on wires going to bottom of ultrasonic board. Might be a chance of being mislabeled. Have you tried swapping trigger and echo pins?

There are frequent posts here about alingers smelling despite using tablets and brushing. I presume these people haven’t tried an ultrasonic cleaner.
